His account follows officials, advisers and local residents through offices, meetings, journeys and conversations, tracing how plans for autonomy and eventual independence encounter limited resources, competing expectations and inherited administrative habits.
Peake combines personal observation with historical background on the peace agreement and Bougainville’s relationship with Papua New Guinea. The book pays particular attention to paperwork, relationships, language and the informal arrangements through which institutions operate.
